The unwanted foreground person was the only thing removed. The goal was not to redesign the image. It was to keep the feel of the street scene while taking out the element that made the shot feel crowded.
This is the exact kind of one-object cleanup where casual users often overreach into Photoshop. BOARD is strongest when the image is mostly good and one visible person is the problem.
